As IFIs anchor reconstruction in fragile, conflict-affected contexts, questions of ownership, governance, and social recovery become urgent. Building on previous CSPF discussions on Lebanon and Syria, the panel adopts a global perspective on how World Bank Development Policy Financing, multi-donor trust funds, and IMF conditionality influence early recovery. These tools mobilize resources but may bypass local actors, reinforce elite capture, and embed debt, regressive fiscal measures, and climate vulnerabilities. Reconstruction involves restoring cohesion and revitalizing economies based on inclusive governance, fair distribution, and active participation. Comparing IFI-led and community-rooted financing, this session offers lessons that are relevant worldwide.
