
This diagnostic study takes stock of the social protection system and its programmes and institutions in Tunisia. The Tunisian Ministry of Social Affairs’ Centre for Research and Social Studies undertook this system-wide self-assessment utilizing the ESCWA template. The report identifies social protection system reform needs, policy options, cost scenarios and financing sources.
Regionally, Tunisia is a leader in terms of the comprehensiveness of social protection, thanks to its well-developed legal framework and relatively high levels of social insurance coverage. Additionally, major social assistance reforms have been undertaken in recent years. However, the social protection system is facing new challenges. These include population ageing, which is exerting pressure on the financial sustainability of pension funds; an urgent need to establish a national unemployment insurance scheme; and barriers to some groups of informal workers joining social insurance schemes.
